Land record computerisation to be taken up in the hill districts too: CM

Imphal, Aug 30: State government is in active consideration for maintaining computerized land records for the hill districts of the state in order to prevent any inconveniences and difficulties in the future.

This was disclosed by chief minister O Ibobi Singh during the inauguration of the computerization of land records at the office room of Deputy Commissioner Imphal West, Lamphelpat, Imphal this afternoon.

Chief minister further mentioned that formal inauguration of the computerized land records in Imphal West district was launched formally today following the completion of total survey of lands for the eight villages out of 28 village under SDC Imphal West Circle in the Imphal West district.

Besides, the data entry for all circles have almost completed and are ready for implementation once the necessary infrastructures of computer centres are procured, the chief minister said adding so far data entry for 1,19,252 land records have been completed for the district. Computer infrastructures for Patsoi has been obtained and is ready to launch very soon.

Chief minister further mentioned that data for other villages are lying at Directorate of Settlement and Land Records nearing completion of survey process. Once these are transferred to DC office, these data would be included in the implementation with necessary data entry, validation etc. Such systems of computerization of land records will able to safe official land records which was vulnerable to lost by any calamities like floods and fires in the state and this system will able to sort out any land disputes.

He also mentioned that the state government is in active consideration to have computerized land records for the hill districts of the state after consultation with the existing MLAs and ministers of the hill districts of the state.

In the meantime, MLA I Hemochandra while presiding over the function mentioned that advance systems of maintaining of land records through computerization will enable reduction in any form of irregularities and difficulties in future and expansion of keeping such land records in other villages are very much required. He also expressed hope that concerned department will make progress in keeping such land records.

Earlier, Kh Rajen Singh, SIO, and STD, NIC while giving key note address during the inaugural function mentioned that the process of computerisation of land records in Imphal West district started since 2001 with various options and large scale data entry works carried out for all circles with progress. A suitable computer software called ‘Loucha Pathap’ developed by a team of NIC, Manipur is being used for data entry and report generations, he added.

He further mentioned that all data in Dag Chitha and Jamabandi are entered in computer in digital formate for data processing. Then, issuing patta and mutations (change) are done in a faster and accurate way by using computer. Data security and operator authentications are also taken care of in the process, Rajen added.

He also mentioned that this system will enhance in maintaining accurate land Record Information and issuing correct Records of Rights to land owners which is a fundamental citizen oriented service for any government. It helps in solving various legal complexities of citizens and enables the administration to enact suitable land reforms policy and finally mentioned that land owners may take benefits of computerization service by cross checking with their earlier Jamabandi records for any discrepancies and should ensure that latest updation are reflected in their records, he added.

The function was also attended by state revenue commissioner Sunderlal apart from various state level officials of state revenue department.
