Imphal, Aug 17: The failure of the state government to make a perspective policy to achieve targeted revenue from the state Transport department has been clearly highlighted in the Annual Administrative Report for the financial year 2010-11 as submitted officially to the state government by the State Transport Department.
As per the annual report submitted by the department, a total of Rs. 5,52,39,413 was reportedly collected as taxes and fees against the expenditure of Rs. 2,85,90,608. A sum of Rs. 1,03,93,951 has been collected as revenue during April to June this year against the expenditure of Rs. 56,68,349.
The annual report of the department further indicates that there are a total of 1,41,873 vehicles registered in the state till March 3 this year and the registered vehicle population has been taken into consideration with a subtraction factor taken as 20 percent deduction due to condemnation, taken out of state, under FIR and scrapped without intimation etc.
It may be mentioned that the state Transport department while keeping the objective of adding revenue continues to deliver the functions and duties in terms of collecting revenue, registration of vehicles, issue of driving licenses, issue of local permits of trucks and auto rickshaws etc, issue of fitness certificates to vehicles and enforcement of Motor Vehicles Acts and Rules in various jurisdictions under the concerned District Transport Officers of the department.
The objective of the state Transport department to increase the annual revenue could not be realized till today despite a proper streamlining of revenue aspects.
Moreover, the additional inputs of the various newly inducted schemes of National Highway Accident Relief Scheme (NHARS), Smart Card Driving License and RC Book for applied vehicles, Pollution Testing Equipments, Inter State Bus Terminus at Imphal, Churachandpur and Jiribam Sub-Division, public amenities at Jiribam for the drivers/workers of the NH-53 bound trucks/tankers/buses/bullets etc. and Computerised Passenger Reservation Systems for the convenience of railway passengers at Moirangkhom in Imphal, DTO/CCP Complex, Churachandpur and substituting centre located in various Army and Assam Rifles sectors will be able to increase the mobilisation of the resources from the state Transport department.
Moreover, the proposed introduction of various schemes and projects including Night Landing facilities at Imphal Airport and Inland Water Transport System will be another future target for increasing revenue for the state transport department, added the Annual report of the state Transport department.
