Imphal, Oct 4: The deputy Speaker of the Manipur Assembly, Thokchom Lokeshwar Singh, will act at the officiating Speaker till the vacancy caused by the untimely death of Dr. Sapam Budhichandra Singh, has been filled.
An order to this effect was issued by the secretary Manipur Assembly Secretariat under the provision of Article 180 of the Constitution of India.
The statement further said that a condolence meeting for Dr Sapam Budhichandra Singh, former Speaker Manipur Legislative Assembly was held in the Committee Room of the Assembly Secretariat this afternoon around 3 pm.
The meeting was presided over by the Th. Lokeshwar Singh, Deputy Speaker and attended by former Speaker and now PHED minister TN Haokip, chairman Hill Areas Committee, Thangminlien Kipgen, Government chief whip T Mangibabu Singh, MLA Dr I Ibohalbi, MLA Y Surchandra Singh, Thangkhulun Haokip, MLA Nandakumar Singh, MLA Doukhumang Khongsai and the employees of the Manipur Legislative Assembly.
Dr S Budhichandra Singh, it may be recalled breathed his last at All India Institute of Medical Science, AIMS, New Delhi on September 30 after a prolonged illness.
Various member of the Assembly committee recalled Dr. Budhichandra Singh as a mild and soft spoken person who conducted the proceedings of the Manipur Assembly without partiality.
Describing the loss of the Dr S Budhichandra Singh as irreparable, many lamented his death will leave a vacuum which would not be easily filled again.
The meeting concluded after observing two minutes silence as a mark of respect to the departed soul the official statement of the secretary, Manipur Assembly said.
