The memorandum, a copy of which was made available to media, said villagers of Choithar and Khangkhui  are very much eager to see completion of the road connecting Kamjong-Ukhrul via five villages of Vaikhang area for which state PWD had conducted new feasible alignment of the road in the year 2007.

Accordingly, the detail project report has been approved by the government from NH-150 to Choithar reaching upto Khangkhui at a length of 13.9 kms at the cost of nearly Rs 4 crores under PMGSY scheme. It was the outcome of the effort initiated by Rishang Keishing, MP Rajya Sabha.

In accordance with the government order, the construction of formation cutting from NH-150 upto Choithar had already been completed. However, suddenly the ongoing road construction work has come to a halt following a letter issued from the EE, Bldg. Divn. rV/PIUUkhrul vide letter No. BDJV/PMGSY on July 2, 2009 stating to terminate the work at Choithar and not to proceed beyond Choithar due to a complaint lodged by three persons on forgery signatures whose paddy fields are being situated nearby the existing road.

The memorandum urged the CE to issue necessary orders for resumption of the pending construction work starting from Choithar village to Khangkhui according to the approved plan at the earliest possible in the public interest of the five villagers so as to complete the connectivity of road as scheduled.
