IMPHAL, March 16: The state government is under active consideration for the revision of remunerations of the elected members of local self bodies of the state and the state cabinet will take appropriate decision in the nearest future.
This was mentioned by the Chief Minister while replying the calling attention motion jointly raised by the senior opposition member O Joy Singh and MLA RK Anand regarding the constitution of Ward Development Committee as per the provision of Manipur Municipality Community Participation Act, 2010 in the house today.
He further disclosed in the house that, even though the election to the 18 Nagar Panchayats and 8 Municipal Councils was conducted during January last, the state government could not proceed for the constitutions of Ward Development Committee as per the provision of the Manipur Municipality Community Participation Act, 2010 in every wards under the Nagar Panchayats and the Municipal Council till today due to unavoidable circumstances of the state government.
Actually the constitution of the Ward Development Committee shall be done after 12 days of the election to the Nagar Panchayats and Municipal Council as per the Act, but in due course of the tight schedules of the state government the same could not be done in time as a result the state government has promulgated an ordinance and the days for the constitution of WDC has been extended to 45 days from the day of the elections, the Chief Minister clarified.
The CM also mentioned in the house today that, the constitution of Ward Development Committee comprises of five members out of which two are elected, other two are nominated by the government and the committee will be chaired by the concerned councilors of the Ward, which will be done soon after the current financial year ending March this year and there was no questions of proposal or communication with any Ward Development Committee with the government on the issues of work programmes and schemes which are to be taken up he added.
In the meantime, senior opposition member O Joy while moving his calling attention today in the house mentioned that the Manipur Municipality Community Participation Act, 2010 was passed in the Assembly last year with an objective and spirit to have successful decentralization of powers and also to activate local self governance in the state as provided by the Constitution of India.
He further mentioned that, it has been heard that work proposal have been called from the Ward Development Committee of some wards by the state government before the completion of full WDC which is amounting to the violation of the Act, and he further drew the attention of the Chief Minister for revision of the remunerations of elected members of local self bodies of the state.
