IMPHAL March 11: The proceedings of the Assembly session held today unanimously resolved to have a Legislative Council of the state created under clause (1) of Article 169 under the constitution of India.
The resolution was accorded in regard to a private members business brought to the notice of the assembly proceedings held today by opposition MLA O Joy and RK Anand.
Addressing the house, O Joy stated that the creation of another Legislative Council is of the utmost importance to address the issues of the state since the various agendas cannot be completely addressed by the house at present.
He stated that creation of the council will be instrumental in bringing about a common platform for the different ethnic tribes inhabiting the state and in addressing various issues, which will ultimately lead to the bringing about a congenial atmosphere in the state.
Acknowledging the motion, Law Minister Th Debendra stated that the agenda for instituting a Legislative council have been taken up thrice in the house and resolutions have been passed. The fourth resolution adopted by the house today will be referred to the Centre for necessary implementation. He further stated that the creation of a Legislative council will bring about positive changes in the workings of the state machinery.
Clarifying in the regard ,minister Th Devendra further stated that plans are there to build up the necessary infrastructure for a separate chamber of the Assembly, but work has not begun as of yet. The private members business view was taken well and the matter of creation of the council was unanimously passed the motion.
