NPO alleges irregularities with DC Senapati

IMPHAL, March 15: Seriously viewing the repeated indifferent attitude of Nidhi Kesarwani, Deputy Commissioner, Senapati District in the ongoing Census 2011 operation in the district, the Committee demands before the concerned authority to look into the matter immediately. Even after repeated appeals and meetings to the concerned authorities, the DC has been insisting percentage growth rather than actual growth of the population in Senapati District. Condemning such attitude of a Beaurecrat, the committee will not tolerate or compromise the birthright of the people but react accordingly.
It may be noted that, during the meeting with the Central Team on February 12, 2011 at Hotel Classic, Imphal, the NPO and its Census Committee had been assured of inclusion of all omitted/deleted information or Villages in respect of the 3(three) sub-divisions in the District. The assurance were pronounced by Registrar General & Census Commissioner in the presence of Joint Secretary (NE), MHA, Chief Secretary, Manipur, Director of Census Operation, Manipur, Deputy Commissioners and other officials. Unfortunately, till today, the DC has been ordering the respective SDO/Charge Officer to maintain only some percent without acknowledging the rapid population growth in the District.
Basing on “Abnormal Growth” in Senapati District especially in Mao-Maram, Paomata and Purul sub-divisions, the state government in connivance with the district administration had completely cancelled the 2001 Census. For which, the said sub-divisions remained unaccounted for a decades and thereby no positive political, economic and social benefits were granted on actual head counts/population. Again, without considering such cancellation and abnormal treatment to the District in the past, the present Deputy Commissioner in collaboration with the State Government plotted a percentage growth rather than actual population growth.
Therefore, the NPO’s Committee on 2011 Census while appealing before the concerned authorities to urgently look into the matter; it will not compromise the illegal/abnormal cancellation of the population count. Here, the said Deputy Commissioner is asked to withdraw all forms of Orders and activities to discourage the actual population count and co-operate with the ongoing Census Operation in the greater interest of the General Public of Senapati District.
