IMPHAL, July 8(Newmai News Network): Police on Friday filed an FIR against a high ranking public official of the rank of deputy secretary on the charge of malfeasance and fraudulently withdrawing public money to the tune of nearly 6 lac from the government exchequer following a complain by a deputy commissioner.
The deputy commissioner of Chandel H Dilip Singh on July 6 filed a police complaint with Chandel police station reporting the fraudulent withdrawal of Rs 5.99 lakh by S Sorojini Devi, Deputy Secretary, Art and Culture (GoM), on October 11, 2010 purportedly for the construction of a library in the district, said a police source.
The source further said that the money was withdrawn by the deputy secretary in cohort with a contractor Md Nazir Saha of Keirang Mamang Leikai via three orders (1) order no 2/8/2007-s (art and culture) dated 4/10/10 for Rs 1.99 lac (2) order no 2/8-s (AC) dated 5/10/10 for Rs 1.99 lac (3) order no 2/8/2007-s (AC) dated 6/10/10 for Rs 1.99 lac.
The orders were prepared by the deputy secretary unilaterally on her official capacity without concurring with the commissioner of the department, the police said.
S Sorojini Devi has been booked by Chandel police vide FIR no 8 (7) 11 Cdl p/s u/s 465/467/120-B-IPC.
According to complainant H Dilip Singh, he came to know about the fact only on March 30, 2011 after receiving an order from the commissioner of art and culture vide letter no 2/14/ 2010-S (AC) dated March 30, 2011 in which the commissioner instructed all the concerned department officials that letters/documents of the department sign by deputy secretary S Sorojini Devi should not be taken cognizant of.
