Aided colleges deficient of teaching and non-teaching staffs, says Thaisii

IMPHAL, Aug 29: Altogether 4544 students have been admitted to various government aided colleges during the 2011-12 academic session. However, these colleges have been facing deficiency of 20 lecturers and 11 non-teaching staffs including librarians.
This was stated by education minister D.D. Thasii while responding to a question raised by Dr I Ibohanbi today during question and answer hour in the last day of 11th session of 9th Manipur Legislative Assembly.
The minister further elaborated that the education department is still yet to introduce the “Provincialization Norms” in the aided colleges of the state.
In another question raised by MLA R.K.Anand and one of the senior opposition leaders MLA O. Joy, Th. Devendra, Minister Revenue & Forest replied that a piece of land measuring an area of 0.0242 under C.S. Dag 686 inside the campus of Thongak Forest beat office of Langol Reserved forest was allotted to the secretary of Unemployed small traders association for homestead purposes.
He also stated that the forest department has brought the matter to the notice of the government during 2006 and the matter is being considered for appropriate actions.
Regarding questions raised by N. Mangi, MLA in connection with Brahmaputra project
N. Biren, minister IFCD replied that Currently 10 schemes are being taken up in different major rivers under the Brahmaputra project for the year 2010-2011.further responding to the query Biren stated that fiscal year for the 2011-12 no further scheme is available under this project.
Later in connection with appointment of vacant post which has been approved by the State cabinet at State health mission, Ph. Parijat Minister for Health mentioned that for the time being, no arrangement has been made to regularize those staffs who have been engaged in the State Health mission for long time in contract basis. As all the post at the State Health Mission that are approved by the State Cabinet are based on contract basis with a tenure of 11 months only.
In another question raised by M. Hemanta MLA regarding non availability of fertilizers in during the current year Ph. Parijat who is also Agriculture stated that imposing of frequent Economic blockade, bandh, strike, etc by various organizations is hampering in meeting the demands of the farmers.
The Agriculture department has been striving to provide the required fertilizers of the farmers.
In order to reach the fertilizers sufficiently to the farmers, besides a nodal officer, an assistant fertilizer officer has been appointed by the government. The district agriculture officers in each districts of the state have been empowered with that of a fertilizer inspector and the works are being implemented. Parijat later responded that Fertilizer monitoring committee is formed and through this committee the distribution of fertilizers are carried out much efficiently.
While replying to a query by MLA O.Joy and RK.Anand, RD & PR minister Md. Alauddin Khan State that the government of India, Ministry of Rural Development has released the Central Assistance of MGNREGA for the year 2011-2012 while the government has yet to released the state share of the fund MGNREGA for the same year.
However, the full amount of the state share under the MGNREGS for the year 2010-11 has not been released by the government
giving a full detailed report in this connection Allaudin stated that the earmarked budget for the five year 2010-11 is Rs. 2090 lakhs and the same has been released as back log State Matching share for the year 2008-09. Actual requirement of State matching share for the five year 2010-11 is Rs. 6805.03 lakhs and to be released back-log State share for the five year 2008-09 and 2009-10 is Rs. 4752.14 lakhs.
He further added that owing to the shortage of Budget earmarked fund in the previous years, this department could not released full amount of State share for the five year 2010-11.
