7 years without Overdraft: Guv

IMPHAL, March 19: State Governor Gurbachan Jagat today said, his government has not gone into overdraft for the last seven years starting 2005-06, while on the other hand the state is facing severe fiscal stress due to the implementation of the 6th Pay Commission award.

Addressing the first session of the 10th Manipur legislative assembly session, Governor Jagat said his government has succeeded in maintaining revenue surplus for seven consecutive years.

The four-day session began today afternoon, in the new Assembly complex at Chingmeirong with the new Speaker Th Lokeshwar Singh presiding over the proceedings. The session will end on March 22.

On the law and order front the Governor informed members that, all security forces have acknowledged improvement in the law and order situation in the hills following signing of agreement with Kuki militant outfits in 2009. About 1500 cadres have shifted to 11 designated camps.

He said the tripartite agreement with the valley-based KCP-MC Lallumba group was also renewed for another year to facilitate the rehabilitation of the cadres.

On the request of the state government, he said the Union Home ministry had also lifted the Protected Area Permit (PAP) leading to a quantum jump in the number of foreign tourists visiting the state.

The governor said during the year 2011-2012, the government got Rs 2,663 lakhs from the union home ministry and in addition to this amount, the state government provided Rs 20 crores for construction of police outposts, police stations, and women police stations at district headquarters of Senapati and Ukhrul district during 2011-12.

He said, out of 148 projects sanctioned by the Union DoNER Ministry under NLCPR altogether 54 projects have been completed with a total approved cost of Rs 353.23 crores. The projects were in the sectors of Power, Water Supply, Roads & Bridges, Health and Education.

The Governor further said, in the health sector his government is planning to add 113 PHSCs, 4 PHCs and 6 other CHCs in the hill areas.

He added, the government has set March 2013 as a target for completion of the Imphal Sewerage Project – Phase I.

In the session, the Chief Minister in his capacity as the Finance Minister will present the Supplementary Demands for Grants for the fiscal year 2011-12 and a Vote-on-Account for the fiscal year 2012-13.
