State Assembly session begins today

IMPHAL, March 18: The first assembly sitting of the 10th Manipur Assembly Sitting will be held on Monday March 19 at the newly constructed Manipur Legislative Assembly located at Chingmeirong.

Before the session, the house will elect its new Speaker. It may be recalled here that, former Deputy Speaker Th Lokeshwar Singh of Khundrakpam constituency was the unanimous choice of the Congress Legislature Party (CLP) meeting held yesterday afternoon held at the official residence of the Chief Minister.

The election of the Speaker will be conducted by the Protem Speaker Laishram Nandakumar of Uripok constituency.

Th Lokeshwar Singh was the lone nominee for the post of the Speaker, til the last hours of filing notices for the post.

The opposition had not sponsored any candidate for the post of the Speaker. According to sources, the ruling party Congress is considering on who should be the new Deputy Speaker of the assembly.

The assembly session will commence at 2 pm in the Assembly Hall with te State Governor Gurbachan Jagat’s speech. It is still not known whether the Governor’s speech will be discussed and approved in this assembly session.

The Chief Minister Okram Ibobi Singh in his capacity as the Finance Minister is likely to present a Vote-on-Account for 4 months for the financial year 2012-13 in the assembly session commencing tomorrow.

The Chief Minister Okram Ibobi Singh had clarified on Saturday that, presentation of a Full Budget will not be possible as the time available is too limited. He assured members of the media that, the full budget will be presented in the month of June this year.
