Rs 50 lakhs for innovative fund

IMPHAL, April 27: The state Governor had recently accorded the sanction of an amount not exceeding Rs 450 lakhs as the first instalment of the Grant-in-aid for the district innovative fund for all districts, at Rs 50 lakhs for each district under the 13th Finance Commission award for the year 2011-12.

The second instalment of the said grant will be released only after the submission of the detailed benefits created with the first instalment, informed a source.

The sanctioned amount will be disbursed by the Deputy Director planning, Government of Manipur.

The expenditure is debatable to major head-3451-Secretariat Economic Services (Plan), Sub-Major-00, Minor-092-other offices, Sub-Head-06-District Innovative Fund under the award, Detailed-00, object-50-other charges for the year 2011-12, informed a source.

The amount will be drawn in favour of all Deputy Commissioners of the districts, who will in turn submit the physical and financial reports quarterly with photograph and audited certificates with necessary vouchers to the planning department for audit purposes in time, said a source.

The source further added that the concerned Deputy Commissioners should collect and deposit 10 percent Contribution from NGO/ Public/ Innovators/ Beneficiaries before the implementation of the scheme is sanctioned at the District Level Districtwise list of approval scheme.

The concern Deputy Commissioners should issue sanction order to the executing agencies NGO/ Public/ Innovators/ Beneficiaries and deduct Sale tax (VAT) and 1 percent cess for labour welfare wherever applicable as per the direction of the finance department, the source further informed.

The Governor had further instructed that the Deputy Commissioner should execute the scheme as per the guideline of the Ministry of Finance and guideline issued by the Planning Department.
