IMPHAL, June 22: The former Director General of Police Yumnam Joykumar Singh, IPS is back at the helm of police administration while Ratnakar Baral, IPS (MT-82) has been appointed OSD (Home).
Y Joykumar Singh was shifted to Manipur Police Housing Corporation in the run-up to the Assembly elections on January 5 this year following concerns expressed by the Election Commission of India (ECI).
The then Chief Election Commissioner SY Qureshi had claimed that the ECI had received intelligence inputs about Joykumar Singh.
Several opposition parties including the BJP had complained to the ECI that assembly elections would not be free and fair if he remains in charge.
In a major shake-up at the top, OSD (Home) MK Das IPS (MT-77) has been given charge of Additional DGP (Home Guard/Prison).
The 1984 cadre IPS officer PM Goud has been charged with ADGP (AP/Trg), while IGP (AP/Trg/Prov) LK Haokip IPS (MT-92) has been given additional charge of the Manipur Police Housing Corporation.
The 1976 cadre IPS officer Joykumar Singh had earlier served as the state DGP from 16 March 2007 till 5 January this year and he is due to retire in the month of August 2013.
The state Home Department has been mulling over this issue in the wake of complaints over the appointment of a junior IPS officer as DGP by IPS officers senior to Ratnakar Baral just after the formation of the new government.
The officers were JC Dabas (1977), MK Das (1977), Rajinder Kumar (1979), Shahid Ahmad (1979) and Khinya Ram (1981).
