IMPHAL, June 11: Manipur Library Association (MALA) has submitted a memorandum towards having an “effective Library Service in all the Educational Institutes of Manipur” to the Minister of Education, Manipur, in response to the minister’s appeal for suggestions circulated on the May 31 through local media units.
