The Indian Government should revoke all contract works awarded to Jubilant company for the two oil blocks in Manipur and the resolution again mentions to conduct a holistic impact assessment , such as on socio economic environment,cultural,health and human rights impacts due to the proposed petroleum exploration in the Barak River Basin.
Manipur, IMPHAL, July 17: A state level convention held on the topic ‘Petroleum Exploration in Manipur’ unanimously resolved to stand against conduct of oil exploration in the state.
The convention was organized by the JAC on Protection of Hydrocarbons and Resources (JACOP-HYCAR) at Manipur Press Club today.
Various civil organization representatives including
- All Zeliangrong Students Union,
- Zeliangrong Baudi, Naga Women’s Union,
- North East Dialogue Forum,
- Lifewatch,
- Zomi Human Rights Foundation,
- Centre for Organization,
- Research and Education,
- Sinlung Indigenous Peoples Human Rights Organization,
- Action Committee against Tipaimukh Project,
- Citizens Concern for Dams and Development,
- Tamenglong Village Authority,
- Naga Peoples Movement for Human Rights among others.
The session was moderated by Dr Ch Ranjan and organization leaders, academicians ,mediapersons etc gave their views.
The resolution adopted by the convention mentions to repeal the Armed Forces Special Powers Act,1958 and stop militarization in the name of development.
It mentions that Government of India and the Jubiliant Oil and Gas Private Ltd should stop all petroleum exploration and drilling in Manipur whereas another resolution states that exploration and drilling should not be done in Manipur without the free, prior and informed consent of all indigenous people in Manipur and adhere to the provisions of the UN declaration on the Rights of Indigenous People.

The convention also expressed concern of the notification made by the Manipur Pollution Control Board on the scheduled public hearings alleging it as a sham exercise which disrespects public opinion as gathered from similar proceedings of the proposed Tipaimukh Dam.
