Ibohalbi asks CM to resign

IMPHAL, July 13: The last day of the Monsoon Assembly session saw a heated exchange between the Chief Minister Okram Ibobi Singh and opposition MLA I Ibohalbi.

During the discussion of the Manipur Appropriation Bill (No.3) 2012 Dr Ibohalbi invoked the 2007 incident where 16 IRB personnel were killed on election duty at Nungba and queried about the about the inquiry report of the incident.

In reply the CM said that the inquiry is carried out by the DP (Department of Personnel) and referred to the DGP. However, the inquiry report was rejected by the DGP and recommended to another department.

Dr Ibohalbi said that the DGP has no authority to decide on the inquiry and it violates the Central Service Conduct rules. He said if the CM is ignorant then he is no longer a capable leading the state and called for his resignation.

The Chief Minister in response said that if the circumstances permit he would resign, but not at the demand of the opposition.

He mentioned that the CO then, namely P Dhiren had come out one day earlier than his convoy which was ambused at Ngarian, Old Cachar Road. The CO is seemingly at fault and there is directive from the Union Home Ministry to terminate him, but an inquiry was initiated on humanitarian grounds.

The heated debate was later put to rest by the Speaker.
