Irregularities in state NHRM

IMPHAL, July 5:  Students’ Federation of India, Manipur State Committee (SFI/MSC) has alleged maladministration by state officials of the National Rural Health Mission.

A press conference was held today at the office of SFI, Manipur State Committee, Paona Bazar.      

Speaking to media persons, Th Mocha, president of SFI/MSC, said that after a thorough investigation into the matter, it has been found that there have been some irregularities in the state program implementation for the year 2011-12 and 2012-13 approved by Government of India without the proper concurrence from the Finance Department (PIC), Government of Manipur.       

Giving example of some of the irregularities, he said remuneration prescribed by FC/PIC for the post of state program manager is given Rs 13,700 per month. And for the post of additional ANM is given Rs 7100 per month.

In the office memorandum dated June 26, 2009 of State Health Society Manipur the remuneration for the post of ANM is given as Rs 3200 as basic and Rs 1800 as PHB (Performance Based Honorarium), while according to the office memorandum dated June 1, 2012 the honorarium for the post of ANM is Rs 7100 as basic and Rs 400 as PBH. This is the declining figure of PBH, he further said.

On the other hand the honorarium for the post of state program manager is given Rs 19000 for the year 2009-10. In the year 2011-12 the honorarium for the post of SPM is Rs 13700 as basic and Rs 16300 as PBH. This is the big jumping figure of PBH, he added.

SFI/MSC has also submitted a nine point memorandum today to the Governor of Manipur subjecting “to frame proper, strict and workable regulations for the SHSM so that the NRHM may function in a just and efficient way”.

And a copy each of the memorandum was submitted to Chief Minister, Minister of Health & Family Welfare, Chief Secretary and Principal Secretary, Health and Family Welfare.
