Manipur,IMPHAL, September 6: The united front of seven insurgent groups CorCom has served ‘Quit Notice’ to all outsiders staying in the state and has asked locals not to facilitate the stay of outsiders in their homes in any form. CorCom consists of KCP, KYKL, PREPAK, PREPAK (Pro), RPF, UNLF and UPPK.
In a statement issued last night, the Committee has asked all outsiders to leave the state and return home for bringing a solution to the migrants’ problem and its associated ills.
It has also asked locals to desist from either selling or renting rooms, shops and land to outsiders; not to engage outsiders for work or business and if they had already been engaged they should be made to leave the state by 31 December 2012.
The Committee has asked all concerned not to issue No Objection Certificate, Birth Certificate, EPIC, Insurance related documents or any kind of identity card while drivers and transporters have been warned not to bring in outsiders to the state.
However, outsiders entering the state for academic purposes, art and culture, sports, religion or business for a temporary period of time would be allowed, the statement added.
Expressing concerns on the menace of migrants in NE region (termed, Western Southeast Asia) the statement cited the case histories of several countries including United States of America, the countries under European Union grouping and Australia where the indigenous populations had either vanished or reduced to a minority or the migrant population has increased in leaps and bounds. These countries have installed strict mechanisms to check and prevent the inflow of illegal migrants.
The CorCom statement pointed out the case of Tripura, where the indigenous population had been reduced to a minority in 100 years period and of Assam where migrants constitute 46 percent of the population. In Nagaland, despite the enforcement of Inner Line Permit System (ILP) migrants constitute near about one third of the population, while in Meghalaya the outsiders constitute more than 14 percent. In Mizoram, it is mainly the Chakmas and Tongchangyas who had entered the state from across Bangladesh, the statement added.
The Committee statement further said, illegal migrants and outsider population has reached alarming proportions and the Government of India is hiding the population figure of outsiders from the Census Report 2011. However according to a report compiled by UCM, the outsider population in Manipur has crossed 30 percent and this is a result of the ‘silent population invasion’ encouraged by the Government of India.
Saying that the day is not far when the indigenous population would be reduced to a minority, the Committee has called upon the people to resist the entry of outsiders in the state, as is being done in various countries facing the threat of migrants.
Sources said the government has been taking precautionary measures from time to time to keep outside labourers together and asked them to work only at security-deployed areas.
Meanwhile, state home minister of Manipur, Gaikhangam said the state government had written to the union home ministry to deport over 50 illegal migrant labourers, detected during massive combing operations at different parts of the state by police in the past some days, to their respective countries.
Official sources said the illegal migrant labourers were mostly from Bangladesh and Myanmar.
