IMPHAL, Oct 22: A memorandum requesting the Prime Minister of India  to immediately effect the adoption of the Bengal Eastern Frontier Regulation, 1948 (ILP) in Manipur was submitted today by the Joint Committee on ILP System, according to a press release.

The memorandum has said to the PM that the number of migrant workers coming from the other states has exceeded the total tribal population of the state and is likely to exceed the majority Meitei population during the next 5-10 years.

The memorandum maintained that the recent statement of the Union Home Minister Sushil Kumar Shinde that the ILP system is unconstitutional and cannot be implemented has further strengthened the people’s suspicion that the govt. of India is indulging in a silent population invasion in which the mainland migrant population would replace the indigenous mongoloid population of Manipur.

A write-up titled “Why Manipur does require Inner Line Permit System?” was also enclosed in the memorandum, requesting the PM to read so as to enable him to take an informed decision, released further added.
