MPP campaign for ILP in BPR

IMPHAL, November 3: In continuation of its poster campaign on Inner Line Permit imposition in the state, the Manipur Peoples’ Party today organised a poster campaign at Bishnupur Bazar and Oinam Bazar today.

Today’s campaign was led by party advisor and former MLA O Joy.

Speaking to media persons on the sideline of the campaign, O Joy said decrying the Union Home Minister’s mockery of a statement on the resolution passed by the Manipur Legislative Assembly on Inner Line Permit implementation in the state, the MPP has submitted a memorandum to Lok Sabha Opposition leader Sushma Swaraj to take up a breach of privilege case on the issue.

He said the written complaint has been submitted through the BJP North East Zonal Organizing Secretary, P Chandra Shekar Rao who had arrived in the state yesterday.

He continued that the Union Home Minister’s statement amounts to a mockery of the Manipur Legislative Assembly.

Further condemning the statement, he said under the Rule 97 of the Rules of Procedure and Conduct of the Manipur Legislative Assembly, the Speaker of the House can register a case against the Union Minister or under the Rule 78 (ii), the Manipur Legislative Assembly, secretary can do the same.

He continued that under Rule 227 of the Lok Sabha rules of Procedure and Conduct of Business, the Lok Sabha Speaker can register a privilege Sue Motto case.

He continued that the party has already submitted written complaints to the Lok Sabha Speaker and the Manipur Legislative Assembly Speaker to take up action in the interest of the Parliamentary Democracy.

Continuing further, the MPP advisor dwelt on the need for implementation of the ILP in the state.

He said if the Indian Constitution cannot allow implementation of ILF in the state, then the government should find an alternative way.

Either the Centre should amend a law or the state government should take an initiative, he continued.

He continued that the MPP will communicate with legal experts to chalk out a way for implementation of the ILP.

He said that the party will continue with the poster campaign.

He further expressed that the motive behind Union Home Minister Shinde’s proposed visit to Manipur would be on the Indo-Naga issue and as such the state could not expect much from him.

He continued that on August 4, 1972 the Congress party and the Rishang Keishing led United Naga Integration Council had signed an agreement.

The agreement which was signed by Congress leaders from both the state and the centre had said that the Naga Integration is not anti national and it is not against India and that it is inside the Indian Constitution, he said.

Further describing the Congress leaders from the Centre to be two faceted, he said while in Manipur, the Congress leaders will assure that the Manipur territorial integrity will not be harmed and while in Nagaland, they will assure Naga Integration.

He further demanded that if the Centre can assure Manipur integrity than it should announced the 1972 agreement as null and void.

The poster campaign was also attended by party president S Umananda.

The posters pasted today included, “Implement ILP in Manipur”, “Union HM Shinde’s remark taunts Manipuris”, “Withdraw Shinde’s statement or resign”, “Dont make Assembly decision valueless”, “Stop delaying tactics of ILP in Manipur”.
