IMPHAL November 25: Two candidates of Manipur civil service competitive examination, 2010 have alleged that Manipur public service commission (MPSC) has manipulated their marks secured in the said examination.
This was stated by one Hanjabam Bobby and Jotin Nandeibam during a press conference that was held today at Manipur Press Club.
Addressing the media person, H Bobby stated that he filed an RTI application on August 16, 2012 to ascertain himself about his weak areas when he was not shortlisted in the main exam.
He said that through the PIO/Joint Secretary reply, he was informed that he could only obtain the Xerox answers script of his general English paper, in which he got 135 out of 300 marks.
He maintained that the reply letter from the PIO has not mentioned anything about other papers.
He further stated that the same letter of the PIO reiterated the examination rules of the MCSC that his other papers ‘have not been evaluated’, since ‘he has not qualified in the general English paper’.
However, answers scripts of all his papers were found evaluated when collected on Nov, 23 from MPSC office.
He further questioned that if he was not qualified in the general English; his other paper should not have been evaluated. He added that it is pertinent to say that he had been already qualified (with 45%) in the General English paper.
He further stated that such evaluation of all his papers is also a gross violation of the rules prescribed by the Gazette of the Manipur Civil Services Combined Competitive Examination 2010.
He added that the total marks scored by him in the examination was 1343 which is just 8 marks lesser than the topper’s written marks that is 1351. Bobby further said that his marks clearly show that he stood fourth position in the written examination.
He further stated that the MPSC has an intention to discriminate meritorious students and the decision of MPSC to have varied the qualifying cut off marks for General English paper being fixed at 50% was purely discriminatory in nature in which it shows an exercise of their discretionary power arbitrarily.
Bobby said that, if the MPSC, had he been summoned for the interview/personality test comprising of 300 marks and even if he happens to score 0 (zero) in that, he would have been selected for a post of Sub Deputy Collector (SDC).
He further lamented that the MPSC has denied him the right to get selected purely on the basis of his merit, by violating the Examination Rules which is not a healthy sign for various civil service future aspirants.
Meanwhile during the press conference, another candidate Jotin Nandeibam also informed the media persons that the question papers for paper-1 and 2 for MCSC 2005 were also distributed for 2010 examination.
Jotin further added that the MCSC (Preliminary) Examination, 2010 held on September 11, 2011 had verbatim replicated 24 questions from a web page/blog which is in public domain and which was published before the examination date.
Jotin further added that after applying RTI, he also found out that 7 questions of various subjects were found to be given 0 (zero) marks to him.
Both Bobby and Jotin has informed media persons that they are going to take legal help and make to re-evaluate the papers in the court.
Good to Battle against the corruptions. Hope the RTI Act is the only means to help for the future aspirants.
