IMPHAL, December 30: A one day consultation on legal intervention for effective implementation of MGNREGS was held today at Lamyanba Pakhang conference hall.
The program was organized by Human Rights Law Network in association with Manipur State Legal Services authority, Uripok Cheirap Court Complex, Imphal.
W Joykumar, Program executive Human Rights Initiative briefed about the role of Ombudsman for NREGS in effective implementation of MGNREGS.
He said that any citizen of Manipur can utilize any means supported by the Government like ombudsman, RTI etc dig out facts. He stated that all the Government schemes and law implemented by the Government must benefit the society as whole.
If the rights of the public are respected and valued at all level, then peace in the state can be achieved Joykumar stated.
Speaking at the function, T Ranjit, DC Thoubal said that MGNREGS is one of the flagship programs implemented by the Government of India.
He also said that this scheme is one of the best documented program and beneficiaries must understand the Act thoroughly.
He lauded this kind of program which renders guidelines to the grass root level. He further said that many of the officials also need intensive training to fully and successfully implement the schemes.
He added that some complainants are sometimes threatened which is very unfortunate.
Moderator of the program and Member Secretary of the Manipur State Legal Services Authority, A. Guneshor Sharma said that if work programs are not made properly then successful implementation of work schemes cannot get accomplished. He added that the MGNREG Act lays 100 days job guarantee to the rural unemployed.
He elaborated that the job card holders must carry out the job with the intention to contribute to the development of the society.
