Agitation in Manipur delays separate HC in three NE states

Agartala,Jan 3:Lawyers agitation in Manipur and poll-process in Tripura and Meghalaya got delayed in setting up of separate High Court in three states of Northeast, official sources here today indicated. According to report, Manipur lawyers were demanding at least seven judges High Court against the proposed three judges for the past few days. Despite several levels of talks including meeting of Supreme Court representatives and Chief Justice of Guwahati High Court, the issue was unresolved. The Ministry of Law had proposed three judges for newly coming up High Courts in Tripura, Meghalaya and Manipur considering population and number of pending cases but except Meghalaya, two other state governments agreed with the proposal. “Tripura Chief Minister Manik Sarkar argued for five judges bench stating besides, population growth and infrastructure, less than five judges the constitutional issues if arises out can`t be heard and Tripura has several instances where three judges benches were required to hear the critical cases,” a senior law department official said. He however, pointed out for speedy disposal of outstanding cases and retaining the faith of the common people on judicial system. Tripura had set up all infrastructures for accommodating five judges. Tripura has the record of as many as 52,000 pending cases in different courts including 6,000 in High Court and the figure is growing up day by day because of shortage of judges as well as regular courts. The officials however, claimed that Ministry of Law had already cleared the files in consultation with Supreme Court regarding appointment of Chief Justices and judges for all three states but sudden agitation in Manipur held up the entire process. Moreover, both Tripura and Meghalaya is all set to hold assembly election sometimes in next month, officials added.
