IMPHAL, January 29: An Imphal Bench of the Guwahati High Court has ordered trial of a Sub-Inspector and another police personnel who were involved in the misappropriation of Rs 13 lakhs out of the amount earmarked for payment of salaries, allowances and ration money of police personnel of Ukhrul District in October 2005.
According to information received by IFP, the two police personnel who were ordered for trial are S Kapangkhui Shimrah, Sub-inspector of Police, the then Reserved Officer(RO) to SP/ Ukhrul (44) son of Zingmin Shimrah of Viewland, Ukhrul and Thockchom Robindreo Singh (45) LDC/ Cashier to SP/ Ukhrul, son of Th. Naran Singh of Takyel Khongbal Khumanthem Leikai.
The source further said that Th Robindro Singh, LDC/ cashier came to Imphal alone from Ukhrul during the first week of October 2005 and encashed Rs 16,33,776 on his own which had been earmarked for the police personnel of the district in violation of the order of SP, Ukhrul.
As per the order regarding the encasement issued on October 5, 2005, “Encashment of all government money through treasury shall be done by the cashier and Reserved Officer and the encashed money should be kept in the strong money safe earmarked inside the Ukhrul police station”.
Neglecting the order, Th Robindro encashed Rs. 16,33,776 and distributed Rs. 50,776 to some personnel of the district on the way.
Th Robindro kept the remaining amount worth Rs. 15,83,000 in the unguarded strong room attached to the office of the RO/SI Kapangkhei Shimarah . After they took out Rs. 13, 00,000 out of Rs. 15, 83,000 and embezzled the amount without the knowledge of the competent authority , they claimed that unidentified persons had stolen the amount.
Regarding the incident, Ukhrul police station had registered a case under FIR no. 28(10)2005 U/S 406/409/420/120-B IPC& 12 (1)(C)13(2)P.C. Act. During the investigation in connection with the case, an Assistant sub-inspector (ASI), a head constable (HC), two police constables of the district and two persons were apprehended. However, the concerned lower court in this case, the Special judge, Manipur east discharged the accused after the Ukhrul District police framed the charge sheet and submitted it to the court.
But, the source added that expressing dissatisfaction over the Special judge, Imphal East ruling, the government of Manipur made a revision appeal to the Gauwahati High Court, Imphal Bench against the judgement of the lower court. The source added that Gauwahati High Court, Imphal Bench had admitted a revision appeal and ordered that the main accused Th Robindro singh, LDC/Cashier and Kapangkhui Shimarah face trial following the hearing.
