IMPHAL, February 23: Two main leaders of one of three armed organizations which had earlier surrendered along with arms and signed a Memorandom of Understanding (MoU) with a commitment to comply with the surrender policy of the Government of India at the Banquet hall of 1st Battalion Manipur Rifles, Imphal eleven days back on February 12 and their companions Assam Rifles personnel were apprehended and taken into police custody after storming inside a public and civil area with arms in display today.
According to information received by IFP, the UG leaders of Kanglei Yaol Kanna Lup-Military Defence Force (KYKL-MDF), general secretary Laimayum Ronel Sharma alias Achouba and Lt Khumukcham Nongpoknganba were reportedly in uniform and were equipped with guns in hand.
The two, along with Assam Rifles Personnel made an attempt to enter by force the room of the Director of RIMS, Prof. Sekharjit at the Administrative Block of Regional Institute of Medical Sciences (RIMS).
The Manipur Police Department including the Director, Professor Sekharjit Singh have declined to divulge any information regarding the incident.
However according to sources, the two top leaders of KYKL-MDF along with AR personnel came to RIMS A Block and said they wanted to meet the director `to speak about a serious matter`.
The combined team of the UGs and AR personnel came in a Maruti and a Gypsy together.
It has come to light that an important official of 24 AR posted at Tengnoupal of Chandel District is among the AR personnel who came along with the surrendered UG leaders.
When they said that they would meet the Director, the hospital security staff including the unarmed guards of the Director said that the visiting hour was over and they could not meet him.
On seeing the persons in uniform at first, the staff and Director’s guards considered them to be real security personnel of VIPs.
But when they tried to meet the director by force, the staff and his guards made efforts to stop them.
When the UG-AR combined team made an attempt to barge their way through them, the Director himself as well as the Central Reserve Police Force (CRPF) on guard at the Institute were informed of the development.
CRPF also informed the police and a commando team of Imphal West District Police led by Officer-in-charge Inspector Ingocha of Lamphel Police station came to the campus of the Institute and met the UG-AR team who had come out in their vehicles to leave the place. The police team arrested the group near the physio-therapy block inside RIMS campus and seized their guns and vehicles.
The UG-AR combined team arrested by the police were taken to Lamphel P.S. without any further delay. They were later taken to the office of SP, Imphal West and taken into custody of Lamphel PS following the recording of their statement .
It may be mentioned that President, KYKL-MDF Maisnam Athouba and Laimayum Ronel @ Achouba who was one of the two arrested today had signed an MoU on 12 February while accepting terms and conditions. Principal secretary (Home) Dr J Suresh Babu on behalf of Government of Manipur and Shambu Singh, Joint secretary (NE), Ministry of Home affairs (MHA) on behalf of Government of India signed the MoU.
