IMPHAL, April 15: The statement of the proscribed outfit RPF has also said that after the imposition of AFSPA in 1980 in Manipur, the Indian army brought two kinds of warfare- military and psychological in between 1980 to 1990. It continued that under the two types of warfare, the Indian security forces have opened check posts on every street imposing several kinds of restrictions to the movement of the general public and arresting people on suspicion etc.

The statement further alleged that the incidents of Patsoi Langjing, Heirangoithong massacre (1984), Oinam Massacre (1987 Operation Blue Bird) are all examples of the cruelty of the Indian security forces in Manipur.

After 1990, the Manipur Police commandos were brought into the fight and the combined force of Indian security forces and the Manipur police commandos launched military, socio-psychological and Narco warfare in Manipur, it maintained.

The statement further said that the Jeevan Reddy Commission was commissioned to investigate the Manorama case and review  AFSPA in Manipur and with the Commission reporting to New Delhi that the Act should be repealed.

It said that the origin of all fake encounters or extra judicial killings in the state is AFSPA and said that as long as the Act is imposed in Manipur, fake encounters will continue.
