IMPHAL, June 16: “The rules of procedure and conduct of Business in the Manipur Legislative Assembly which is the only procedure to be followed by the Members of Manipur Legislative Assembly mainly during the Assembly session is full of mistakes and misleading with regards to the language of the Annexure which is known as the Manipur Legislative Assembly(Hill Areas Committee) order,1972”, said a press statement of the All India Tribal Students’ Association, Manipur.
“As such the Rules of procedure and conduct of business which was published in the year 2005 (Eight Edition) needed immediate revised edition”, it said.
“For example; the Governor of Manipur is required to act in his discretion with respect to Article 371(C) 1 of the Indian Constitution, which provides special provision with respect to the State of Manipur.But ,the word ‘DISCRETION’ which appeared in paragraph 9 of the last word of the Manipur Legislative Assembly(Hill Areas Committee) order,1972 which is annexed in the said procedure as part and parcel of the Rules of procedure and conduct of bussiness in the Manipur Legislative Assembly is missing and found replaced by the word ‘DIRECTION’ which means the discretion of the Governor conferred by the mandatory provision of Article 371(C) becomes impassed and futile”, it claimed.
“Moreover, in paragraph 7 of the said order, the word ‘GOVERNOR’ is missing as replaced by the word’ GOVERNMENT’; thereby the meaning of Governor becomes less important. Further, in the said annexure, the importance of date and month and the importance of the name of the President V.V.Giri and the Joint Secretary K.R.Prabhu are missing”.
“As such the importance of name, Date, and Place are no more there. For which, immediate explanation from the publisher is called for”, it said.
