IMPHAL, June 26: The House today passed a total of Rs 504,98,25,000 for four demands on the 14th day of the 5th session of the 10th Manipur Legislative Assembly.
The demands tabled by the state Chief Minister today for discussion were Demand No 16 for Cooperation amounting to Rs 16,21,00,000; Demand No 17 for Agriculture amounting to Rs 201,89,62,000; Demand No 44 for Social Welfare amounting to Rs 275,69, 74,000 and Demand No 48 for Relief and Disaster Management amounting to Rs 11,17,89,000.
During the discussion on Demand No 16 for Cooperation, MLA Th Biswajit Singh raised the Motion for Disapproval of Policy Cut on irregular registration of cooperative societies in the department.
When Demand No. 17 for Agriculture was under discussion,
MLAs L Ibomcha Singh, Dr I Ibohalbi Singh, Th Biswajit Singh and Samuel Rison moved the Motion for Disapproval of Policy Cut during discussion of Demand no 17 for Agriculture on failure to install “cold storage” at appropriate places of the districts for storage of vegetables, non-enactment of law for banning conversion of agricultural lands to commercial and homestead lands, failure to improve/increase production of agricultural products and failure to provide more funds in the agricultural sector for hills.
MLAs L Ibomcha Singh and Th Shyamkumar also moved the Motion for Token Cut during discussion of the same demand on lack of scientific soil testing facilities/laboratories in Manipur and lack of awareness and training programmes to the farmers.
When Demand No 44 for Social Welfare Department was under discussion, MLAs Dr I Ibohalbi Singh, Th Biswajit Singh, Th Shyamkumar, Samuel Risom and P Brojen moved the Motion for Disapproval of Policy Cut on failure to uniformly implement the social benefit schemes of the state, failure to timely clear honorarium dues for Anganwadi workers and helpers, non-implementation of programmes meant for destitute women and disabled, deaf, mute and blind in all hill district H/Qs and non-implementation of new modern technologies in the department.
Joining in the general budget discussion; MLA L Ibomcha Singh moved the Motion for Token Cut on need to distribute rice meant for old aged persons from September, 2012 onwards under ANNAPURNA Scheme, need to open the remaining 480 anganwadi centres and 1256 mini anganwadi centres which had already been sanctioned by the Government of India, in the year 2008-09 and delay in completion of construction of anganwadi centres which were sanctioned during the year 2009-10 under the 4th phase, need to provide hot cooked meal to the beneficiaries of ICDS through 1946 women self-help groups, need to submit utilization certificate of ICDS to the central govt, timely, for obtaining maximum grant-in-aid in the particular financial year to avoid shortage of fund for the schemes and need to announce the written test results for engagement of staff of the Integrated child protection scheme (ICPS) which was conducted in the month of December, 2011, thereby hampering in the implementation of the said scheme.
When Demand No 48 for Relief and Disaster Management was under discussion, MLA Samuel Risom moved the Motion for Disapproval of Policy Cut on non-allocation of funds for damages in hills.
However, following detailed clarifications over cut motions by concerned ministers who tabled the demands in the House, the cut motions were withdrawn. The House approved the withdrawal of cut motions and passed the amount for the demands.
