House passes Rs 1049,17,50,000 for five demands

IMPHAL, June 18: A total of Rs 1049,17,50,000 for five demands tabled by Chief Minister Okram Ibobi Singh, the leader of the House who also holds the Finance portfolio on the floor of the House was passed today.
The demands passed by are a total amount of Rs 64,81,07,000 for Demand no 4 of land revenue, stamps and registration and district administration ; an amount of Rs. 666, 83, 96, 000 for Demand No. 23 for Power; a total amount of Rs. 58,07,66,000 for Demand no 25 for Youth Affairs and Sports Department ; an amount of Rs 28, 02, 63, 000 for Demand No 41 for Arts and Culture and a total amount of Rs 231,42,18,000 for Demand no 45 for Tourism.

When Chief Minister Okram Ibobi Singh presented the demands to be passed with discussion being held, MLAs L Ibomcha Singh and P Brojen Singh raised the Motion for Disapproval of Policy Cut on failure to computerise land records and lack of management in making policy in land revenue department while MLA Samuel Risom moved the motion for token cut on need for SDC offices at Sanakeithel and Sahamphung.

MLA Dr I Ibohanbi Singh raised the Motion for Economy Cut on failure to collect and enhance land revenue.

During the discussion for Demand No 22 on Power MLAs Samuel Rison and P Brojen Singh moved the Motion for Disapproval of Policy Cut on the inability to complete the construction work of transmission line from outside the state, lack of policy for provision of windmills and solar lighting in the hill areas.

MLA Th Shyamkumar Singh and MLA Th Biswajit Singh raised the Motion for Economy Cut on need for proper service and maintenance of transformers, electric poles etc. issued by the department on the same demand.

MLA Dr I Ibohanbi Singh, Th Shyamkumar, Samuel Rison and O. Lukhoi Singh raised the motion for disapproval of policy cut during discussion for Demand No 25on youth affairs and sports department.

The cut motion moved by the four MLAs concerned failure to frame state specific sports policy, failure to implement uniform employment policy for all categories of sports in the state, need for introduction of sports policy in primary level education, lack of policy in construction of stadium in hill districts and disparity in the distribution of incentive awards to sports persons of the state, while, MLA O Lukhoi Singh raised the Motion for Token Cut on lack of promotion/recognition of indigenous sports of the state during discussion of the same demand.

MLAs Th Shyamkumar, L Ibomcha and Kh Joykishan Singh raised the motion for disapproval of policy cut when Demand No 41 on Arts and culture was discussed.

The motion moved by three MLAs was about lack of awareness programme/policy concerning the public, failure to implement Manipur Library Act and Inability to open censor board in Manipur.

MLAs Dr I Ibohanbi Singh, Th Biswajit Singh, Th Shyamkumar, RK Imo Singh, P. Brojen and Samuel Risom raised the Motion for Disapproval of Policy Cut during discussion on Demand No 43 on tourism.

The motion raised by the six MLAs concerned was with regard to the failure to identify the potential tourist sports and allocate sufficient funds, lack of policy as well as initiative in the resource mobilisation in the state under tourism, lack of policy for development works which could generate income to the state such as Dzuko valley, Siroy-Lily, Andro fire and Andro Santhei Lake etc, lack of decisive policy of tourism in Manipur and 90% fund for Hills tourism.

MLAs L Nandakumar Singh, Dr Ng Bijoy Singh and M Kunjo Singh took part in the discussion and made their own observations on the floor of the House.

After hearing the cut motions raised by MLAs and observations Revenue Minster, Th. Devendra Singh and Chief Minister made the detailed clarifications in the House following which, the cut motions were withdrawn. The House passed a total of Rs. 1049, 17, 50, 000 for five demands.
