House passes six seperate demands

IMPHAL, June 17: The Manipur Legislative Assembly has today passed a total sum of Rs 9,80,94,44,000 for six different demands.

The demands passed today on the 6th sitting of the 5th Session of the 10th Manipur Legislative Assembly were a total amount of Rs 9,41,98,88,000 for Demand No 7 for Police; a total amount of Rs 2,61,67,000 for Demand no 24 for Vigilance; a total amount of Rs 9,11,71,000 Demand No 31 for Fire Protection and Control; a total amount of Rs 1,52,93,500 for Demand No 32 for Jails ; a total amount of Rs 10,68,55,000 Demand no 33 for Home Guards and Rs 1,24,28,000 for Demand No 34 for Rehabilitation.

The demands were tabled by the state Chief Minister Okram Ibobi Singh who is also the leader of the House and also holds the Finance portfolio.

During the discussion on the floor of the House, Dr I Ibohalbi Singh, Th Shyamkumar Singh, L Ibomcha Singh, Samuel Risom raised a Motion of Disapproval of Policy Cut to Demand no 7 for police.

The four MLAs raised the Motion on “Failure to check the increasing indiscipline within the police department; Lack of expertise while framing charge sheets, Lack of policy to enhance better administrative functioning in the Dept; Need to properly preserve the code of ethics and discipline in the dept; Total failure of investigation and prosecution sides of the police dept; Lack of initiative by the Dept for payment of 6th pay to MPS promoters till date as per the Manipur Services (Revised Pay- 1st Amendment) Rules, 2011; Need for establishment of Police outpost at Lambui, Ukhrul”.

During the discussion for the same demand, MLA Kh Joykishan Singh raised the Motion for Economy Cut on “Inability to deploy police personnel according to deploy police personnel according to the needs, Lack of Welfare Schemes for Police Personnel and Need to update police modernisation”

MLA RK Imo raised a Motion of Economy Cut on “failure to upgrade/construct the present quarters in the Jail compound” on Demand no 32 for Jail, while MLA Sammuel Risom and V Alexander Pao raised Motion of Token Cut on the same demand on “Need for reconstruction of Jail in Ukhrul and encroachment inside the jail premises of Senapati district”.

During the discussion of Demand no 33 for Home Guards, MLA Th Shyamkumar Singh raised Motion of Disapproval of Policy Cut on “Lack of policy in dept”, while during discussion of Demand no 34 for Rehabilitation, MLA Dr I Ibohalbi Singh raised a Motion for Disapproval of Policy Cut on “No clearcut Policy for Rehabilitation”.

Ruling MLAs L Nandakumar Singh and Dr Ng Bijoy Singh participated during discussion on demands for Police and Home Guards.

However, all Cut Motions raised by the seven MLAs were withdrawn following clarifications from the Dy Chief Minister who also holds the Home portfolio.

It may be mentioned that altogether 20 different demands have been passed till the end of the 6th sitting of the 5th Session (full budget session) of the 10th Manipur Legislative Assembly today.
