IMPHAL, June 13: The Manipur Legislative Assembly today passed a total sum of Rs. 1167, 61, 07, 000 crores for various seven demands of the Manipur government.
The demands which the House passed are Demand No. 1 for Rs 39, 92, 04, 000 crores for state Legislature, Demand No. 2 for Rs.6, 01, 73, 000 crores for Council of Ministers, Demand No. 3 for Rs. 72, 29, 85, 000 crores for Secretariate, Demand No. 12 for Rs. 363, 18, 91, 000 for Municipal Administration, Housing and Urban Development (MAHUD), Demand No. 27 for Rs.7, 89, 62, 000 crores for election, Demand No. 30 for Rs. 614, 17, 24, 000 crores for planning and Demand No. 47 for Rs. 64, 11, 68, 000 crores meant for Minorities, other backward classes and scheduled castes department.
The Chief Minister, Okram Ibobi Singh who also holds the portfolio of Finance tabled the sum of the said seven demands for the year 2013 –2014 for discussion and voting on demands for grants in the House. The demands tabled in the House today during the full budget session were the first demands of the session.
When the demands were tabled for being passed by members with discussion , Dr. I. Ibohalbi Singh moved the motion for disapproval of policy cut on Demand No. 2 of Council of Ministers. He further raised the motion for disapproval of policy cut on the failure to curb corruption and adopt policy and delay in disposing of file when demand No. 3 was being discussed.
Dr. I. Ibohanbi Singh along with opposition MLA Kh. Joykishan Singh moved the motion for economy cut on irregularities in the formation of ward development committee, failure to upgrade some of the Nagar Panchayats to the status of Municipalities and failure to appoint regular staff particularly LDCS for the Nagar Panchyats when discussion on Demand No. 12 with regard to MAHUD was in the process for the demand to be passed.
Dr. I. Ibohanbi Singh along with Opposition MLA Th. Shyamkumar Singh raised the motion for disapproval of policy cut on failure to set up separate directorate for other backward classes and scheduled castes and failure to properly implement various development and welfare programmes/schemes under MOBC department when Demand No. 47 with regard to Minorities, OBC, SC department was under discussion.
Other MLAS who took part in the discussion on seven demands following which the House passed them: MLA L. Ibomcha Singh of Keisamthong Constituency and MLA P. Brojen Singh of Wangjing Tentha constituency put forward the motion for disapproval of policy cut on mal-administration of MAHUD department and release of insufficient funds in the department when discussion and voting on demands for grants, 2013 – 2014 of Demand No. 12 – MAHUD was being held.
MLA L. Ibomcha Singh raised the motion of economy cut on non-control on deputation of large number of officers to New Delhi for plan discussion in each and every years thereby affecting economy of the state and Non placing of annual administrative reports of the Manipur development society on the floor of the August House as Demand No. 30 planning was under discussion.
However, cut motions moved by MLAs were withdrawn following clarifications and the assurance made by the Chief Minister Okram Ibobi Singh holding the portfolio of Finance who tabled the demands in the House that he will look into demands if there are any various flaws and defects and will correct them in consultation with concerned officials.
