TYCM decries cabinet decision

    IMPHAL, June 15: An official statement of the Tribal Youth Council, Manipur (TYCM) has said that the Cabinet is incompetent to approve separate budget for Autonomous District Council without referring the matter to the Hill Areas Committee by virtue of the mandatory provision of Article 371(C} of the Constitution of India and Item (2) of the Scheduled matters of the Manipur Legislative Assembly (HAC} order,1972, the functioning and the Constitution and power of the District Council in the Hill Areas is absolutely within the per-view of the Hill Areas Committee.

    It continued that as such it is the Hill Areas Committee to devolve the power/discussed and to submit plans in respect of the Autonomous district Council in the Hill Areas and the State govt. and the Cabinet have nothing to do against the provision and the Article referred above. Otherwise approving separate budget for the Autonomous District Council by the wrong forurn is Abanitio void and is not binding current session of the Assembly.

    Regarding the computerization of Land records in respect of Churachanpur district, as published on April 21 computerization of Land records must be done by the Hill Areas Committee and not otherwise, it added.
