IMPHAL, July 6: The Laiching Minou (Rungroubung) Village Authority has today issued a press release for condemning the brutal killing of D James alias Moshilpha, son of (L) D Ko-in on the approach road Laiching Minou to Khangshim at 9:30 am on the fateful day of July 3, 2013 while requesting to the state Govt to arrest the culprit and also urged the village authority and village youth club to take action to the culprit.
