Victim`s father pleads for transfer of rape case

IMPHAL, August 9: A father of an alleged rape victim has approached the Superintendent of Police, Bishnupur district with a written complaint to transfer the case to another police station from Moirang police station alleging that the Morang police are neglecting the said case.

According to the father, the girl was allegedly raped by the accused Phundreimayum Thoiba alais Thoi (25), son of Md Gaya alias Gayazuddin of Kwakta Ward No 8, when she was alone at home on November 3 last year at around 7:30 pm. The family members were attending a wedding on that fateful day.

The girl’s father has claimed that the accused was caught red handed on that night itself and they were about to take him to the police station but on the way they met Kwakta Nagar Panchayat Ward 2 Councillor.

The Councillor convinced them that he would hand over the accused to the police and so they handed over the accused to the councillor, the girl’s father said.

However, the next day (November 4, 2012), they found out that instead of handing the accused to the police he was let free by the Councillor, the father maintained.

Following this development, the girl’s father reported the incident at Moirang police station with a written compliant on November 5, 2012 and on November 8, Moirang police registered a case FIR No 112 (11) 2012 MRG PS u/s 376/447/323/406/417/34 IPC.

The medical examination of girl was conducted on November 19, 2012.

As Moirang police did not investigate the case properly, a court of the Additional Sessions Judge (Fast Track Court), Manipur West granted anticipatory bail to the accused, the father maintained.

Challenging the bail order, the girl’s father filed a criminal petition No 4 of 2013 at the High Court of Manipur at which, the court gave its direction to reconsider the bail order on July 17, 2013.  

Following the High court’s direction, the court of Additional Sessions Judge (FTC), Manipur West reconsidered the bail order and dismissed it and further instructed the Officer-in-Charge of Moirang police station to conduct a thorough investigation into the case.

However, alleging that Moring police have not arrested the accused as well as failing to conduct the investigation properly, the girl’s father approached the SP, Bishnupur with a written complaint on August 3, 2013 to transfer the case to another police station.
