State officials highlight views on CSS restructuring proposal before planning commission

IMPHAL, September 24: A review meeting on the plan performance of Manipur for the Annual Plan 2012-13, 2013-14 and status of Special Plan Assistance (SPA) proposals was held on September 23 at the national capital.

The meeting started from 10:30 am at the committee room no 122, Yojana Bhawan, New Delhi, chaired by the secretary Planning Commission under the sponsorship of the Planning commission (State Plans Division), North East, Government of India.

The representatives of the state also tabled the state government’s views on the proposal on restructuring of the Centrally Sponsored Schemes, and to lay special focus on the performance of central flagship programmes including AIBP, JNNRUM, RKVY, BRGF, Article 275 (1), NEGAP, BADP, NSAP, National Rural Drinking Water Mission, Nirmal Bharat Abhiyan, NRHM, SSA, MDM, MGNREGA, PMGSY, IAY, NRLM and ICDS.

Sources said the Planning Commission had instructed 13 top officials of various departments including the state Chief Secretary to participate in the said meeting.

The officials included state Chief Secretary, PC Lawmkunga; RR Rashmi, Addl CS; R Muivah, Principal Secretary (Works); Barun Mitra, Principal Secretary (SW&RD); SK Deve Burman, Principal Secretary (TD, L&E, Tourism, Art&Culture; Rajesh Agarwal, Commissioner (Power&Agri); Th Indramani Singh, Chief Engineer (IFCD); M Imocha Singh Chief Engineer (PHED), Dr O Ibomcha Singh, Director (Family Welfare); H Deleep Singh, Director (Education S); Dr Th Munindro Singh, Director (Plg), Manipur and Y Indramani Singh, Joint Director (Planning).

Sources further disclosed that the officials also informed the commission that only ten percent of the total annual plan of the current year 2013-14, which commenced from April 1, has been utilised.
