State agrees issuance of pass cards for SoO signatory outfits

IMPHAL October 11 (NNN):  Manipur Government has on Friday agreed to issue pass cards for day out to all the cadres of the five militant groups lodging in different designated camps after signing Suspension of Operation (SoO) pacts with both the state and Central Government besides giving monthly stipend to them through joint bank accounts.

An interaction programme was held between representatives of the five militant outfits and state Government at the conference hall of 1st Manipur Rifles here during which the agreement was reached between the two sides, official sources said.

Additional Director General of Police LM Khoute (Nodal Officer), Inspector General (Intelligence) KT Vaiphei, Superintendent of Police (CID) Special Branch Achin Haokip and Deputy Superintendent of Police (CID) Special Branch Maheshwori Devi Government interacted with the militant leaders.

United Revolutionary Front (URF) chairman Lalheiba Meitei, home secretary Rohini Meitei and chief of finance Chingkheinganba, Kanglei Yaon Kanna Lup-Military Defence Force (KYKL-MDF) group chairman Athouba, finance secretary Deepak and publicity secretary Malemnganba, Kangleipak Communist Party-Lamphel (KCP-Lamphel) faction leaders Taibanganba and City Meitei, KCP-Nongdrenkhomba group chief of army staff Guru and United People’s Party of Kangleipak (UPPK) acting chairman Lemba, publicity secretary Khuman Laishramcha and defence secretary Konthou took part in the interaction programme.

After two hours of interaction, which started from 11 am, between the two sides, it was agreed that the task for issue of pass cards for day out to the cadres of the outfits, now being lodged in different designated camps, be handed over to the leaders of the camp authorities.

It was also agreed to take legal action against any cadre found involved in illegal activities during their day out and also to take legal action against security forces if harassment is given to any of these cadres.

They also agreed to withdraw their monthly stipend of Rs 4,000 using the joint bank account of each group, it was further agreed, the official sources said.
