`Govt meddling in ADC appointment goes against the spirit of autonomy`

IMPHAL, November 6: Imposition of 200 point rooster by the State government in the contractual appointment of around 900 chowkidar-cum-peon for six Autonomous District Council (ADC) is nothing but direct interference in the functioning of the council, said All Tribal Chief Forum (ATCF), Advisor Somi Keishing on Wednesday.

Speaking to IFP reporter at Tagkhul Avenue, the ATFC advisor observed that the state government has made clear its indication to impose 200 point rooster which is in the reservation policy of government employee. It should understand that the ADCs are not a governmental or semi-governmental body and that service rules of the council should not be enforced as per government policy.

The council can form separate recruitment rules of their own or can adopt government rules and regulations through a decision at the council meeting and all the six councils can even have separate rules during such recruitment.

The principle and spirit of the autonomy has been violated and it is also very strange that the government directed the chief engineer to submit the proceeding of the DPC for its approval. The decision insisting that no approval will be made without its permission clearly shows that the government regards the councils as a department under one head office that have no power of their own, the former bureaucrat added.

Despite the presence of a chairman in each council, the recruitment of nearly 900 employees on contract basis is made in such a way that tribals will get only 288 out of the 898 posts vacant – 40 out of 125 posts in Chandel district will be for tribal, 53 out of 165 in Churachandpur district, 56 out of 176 in Sadar Hills, 44 out of 137 in Senapati, 44 out of 138 in Ukhrul and 51 out of 159 in Tamenglong district.

Out of the rest 439 will be occupied by general groups, 114 by OBC (Meitei), 36 by OBC (Meitei Pangal) and 21 by SC, added Keishing.

The ATFC advisor further stated that in this way the government is trying to impose the Manipur MGEL criteria to the autonomous body which is not a government department and do not enjoy pension benefit.

“So, at the earliest the Governor who is the guardian of the tribal should take necessary action and should give direction to the Government of Manipur as the tribal people of Manipur have no trust on the latter in this matters related to them,” said Somi Keishing.
