IMPHAL, November 11: The Joint Committee on Inner Line Permit System (JCILPS) has appealed to the Chief Electoral Officer of Manipur to stop inclusion of non Manipuris in the electoral roll of Manipur and deletion of newly entered non Manipuris in the electoral roll and also submit a memorandum to the Chief Electoral Officer.
Speaking today at a press conference called by the students wing of JCIPLS at the office of the Democratic Alliance of Manipur (DESAM), convenor Moirangthem Angamba said that the influx of non locals in the state is increasing manifold, and the cases of newly entered non locals in the electoral is rampant all over the 60 assembly constituencies of the state.
Though, they have the right to roam and reside at any part of the country, such non locals must not be enlisted in the electoral roll of the state without the possession of genuine documents, he said.
He reminded that there are many cases of cheating and crimes by such non locals who have arrived in the state recently. The committee has been discussing with the state government on implementing the Inner Line Permit system in the state whereas inclusion of newly entered outsiders in the electoral roll is promoting influx of non-locals.
The Joint Committee on ILP system requests the Chief Electoral Officer, Manipur to issue strict instructions to all the concern officials at field level starting from BLO, SDO, DC, etc to check thoroughly and take up every procedures of verification at the time of inclusion of electorate in electoral roll and stop inclusion of non locals without proper documents in the electoral rolls of Manipur.
In the memorandum, the committee raised concern that one third of the total population of the state composed of outsiders. Many of the illegitimate entrants are found included in the electoral roll of the state without having relevant documents. It is worth citing a recent case that in the Pallel area, where four non Manipuri namely Jaleshor Prashad, Ghanashyam Prashad, Indu Devi and Bimola Prashad have entered their names in the electoral roll of Kakching A/C by using fake names Huirem Jaleshor, Hurem Ghanashyam, Huirem ongbi Indu Devi and Tonjam ongbi Bimola Devi. The first three were from Bihar and the fourth one is from Uttar Pradesh.
He further said four of them have been removed from the electoral rolls and the discrepancies have arise due to the negligence of concerned officer.
