Militant groups responsible for 99 violent incidents

IMPHAL, December 7:  The Union Home Ministry has charged the PLA, UNLF, PREPAK, KCP and the KYKL of being involved in ninety-nine violent incidents and responsible for killing of seven persons including four security personnel by August last.

The mentioned Meitei outfits along with all their ‘factions, wings and frontal organizations’ have been declared as unlawful associations with immediate effect by the Central Government.

They are also of the opinion that if the Meitei extremist organizations are not curbed and controlled immediately, they will take the opportunity of mobilizing their cadres for escalating ‘their secessionist, subversive, terrorist and violent activities’. The organizations will be propagating anti-national activities in collusion with forces inimical to sovereignty and integrity of India, they will indulged in increased killings of civilians and targeting the police and other security forces.

Further, the outfits will procure and induct more illegal arms and ammunitions from across the international border. The outfits will also continue to extort and collect huge funds from the public for their unlawful activities. This matter has been intimated to the state Home Department by the joint secretary (NE-I), Shambhu Singh in November last.

The notification has also been included in the ‘The Gazette of India: Extraordinary’ on November 12, 2013 and also re-published in the Manipur Extraordinary Gazette for information to the public. The Ministry of Home Affairs has also called the UG outfits with their armed wings as MPLF and that they have the objective for formation of an independent Manipur by secession and have been engaging in armed means. They have been attacking the security forces, the police, government employees and citizens in Manipur and also indulging in acts of intimidation, extortion and looting of civilian population for collecting funds. The groups have been making efforts to establish contacts with sources abroad and have been maintaining camps in neighboring countries for purpose of sanctuary, training and clandestine procurement of arms and ammunition.

The UG groups have been also involved in 202 violent incidents in the year 2011, 401 incidents in 2012 and 99 incidents by August, 2013. Further the groups have been implicated in involvement of killing of 14 persons including two security personnel in 2011, in the killing of 16 persons inclusive of seven security personnel in the year 2012, and lastly, for killing seven persons including four security personnel upto August 31 of the current year.
