IMPHAL, January 24: Even as the education sector has been listed in the priority list of focus by the Manipur Government for bringing quality education, yet irregularities and malpractices continue to bog the sector.

In the latest incident, four research scholars have allegedly been awarded with PhD degrees under the supervision of Dr H Subadani Devi, Department of Hindi, MU violating the norms laid down by the UGC.

The Save Education Group (SEG) from Uttar Pradesh has reportedly filed a complaint to the chairman of University Grants Commission (UGC), against the erring individuals.

In the case study submitted by the SEG the four individuals have copied huge chunks of subject matter from each other’s thesis.

It alleged that Dr H Subadani Devi not only fail to stop her research scholars from committing malpractices but also did not heed the PhD regulations.

Elaborating further it mentioned that in the first thesis “Bheeshma Sahani Ke Upanyason Ka Samaj Shartry Adhyayan” (submitted in 2001) containing 179 pages 17 were allegedly copied pages while 86 were alleged to be copied pages in the second thesis submitted by another scholar (in 2005) of the total 360 pages titled “Kamaleshwar Ke Upanyason Ka Samaj Shastriya Adhyayan.”

In the third thesis “Adbul Mismillah Ke Upanyason Ka Samaj Shastriya Adhyayan” submiited in 2008, 97 copies were alleged to copied pages of the total 208 pages and 60 were said to be copied pages in the 189 pages thesis “Mannu Bhandaree Ke Upanyason Ke Samaj Shastriya Adhyayan”.

Concerned over the unhealthy practices, the SEG put up charter of demands for immediate execution.

It demanded that an independent inquiry committee be constituted to look in to the irregularities in the preparation of the thesis and submission under the supervision of Dr H Subadani Devi besides finding out other sources from which matter had been copied in the theses.

Further demanding that all the theses prepared under Dr H Subadani Devi be examined, it said that necessary legal, administrative and other action should be taken against the Subadani.

Examiners, who did not perform their duties should not be assigned any examination work in future, it further demanded.

Sources informed that the SEG filed the complaint on January 15, 2013 followed by a reminder in January 9 this current year.

The same sources confided that the UGC intimated the MU authority in a written application instructing to constitute an inquiry however the instruction is allegedly misplaced by the VC.
