Underdeveloped Barak Circle seeks govt’s help

IMPHAL, June 26: The grievances of people of Jiribam’s Barak Circle are left unattended and unnoticed by the concerned authority for the last few decades. People are backward and undeveloped owing to government’s negligence and lack of intervention.

They still face several problems in their daily lives irrespective of cast and creed. The fundamental rights provided to every citizen by the constitution of India are being deprived to the people of the circle. The Barak circle located at the remote area of Jiribam bordering with Assam under the jurisdiction of Imphal East District is administered by an Additional Deputy Commissioner.

All the grievances partly depend on the decentralisation of power. As Jiribam Sub-division is administered by the Additional Deputy Commissioner (ADC), the power of the ADC in a small area is not decentralised which result in administration proving futile.

The apathy towards Barak Circle has raised calls for forming a constituted body known as the Barak Circle Development Demand Committee (BCDDC) which will pressurise the state government by submitting 21 points of demand. The demands asking for all round development of Jiribam’s Barak Circle were submitted to PC Lawmkunga, Chief Secretary of Manipur through Additional Deputy Commissioner, Jiribam on June 16, 2014. The charter of demands has highlighted the present inconveniences and grievances faced by people in the Barak Circle.

According to a highly placed source, the charter of demands signed by Kh Rajesh and Vanlelhriet Hmar, President and General Secretary of the BCDDC respectively highlighted various problems such as lack of proper health care facilities, adequate power supply, good educational institutions, ICDS projects, efficient postal service, PDS items, revenue and many more.

The people of the Barak Circle have adopted a concrete resolution unanimously in a proceeding of the general public meeting on June 6, 2014 at Jakuradhor. The resolution is looking after the overall development programme needed within the Barak Circle with all sorts of public mobilization and awareness.

The charter of demands draws the attention of the state government to take actions in the interest of people living in the circle. The BCDDC awaits the intervention of the state government so that the downtrodden Barak circle might be remoulded in a good way in the future for the next generation.
