‘Govt should initiate criminal proceedings on fake encounters without delay’

IMPHAL, Sept 13: The Government of Manipur failed to institute several inquiries under the Commission of Inquiry Act, 1952 and has never made such inquiries public nor did the government take any action on the basis of the finding said Edina Yaikhom, general secretary Extrajudicial Execution Victim’s Families Association, Manipur (EEVFAM) at a press meet held at Keishampat here today.

Edina Yaikhom stated that the State government has even denied access of the reports through Right to Information.

She also said that EEVFAM highly appreciated the recent judgments of the High Court of Manipur regarding the fake encounter cases. However, it is disappointing that the High Court did not direct any criminal proceeding against the responsible personnel of security forces despite the fact that specific prayer has been sought for prosecution in the petitions.

She further asserted that during the hearing of 1528 fake encounter cases of Manipur, the counsel of EEVFAM prayed before the Supreme Court to direct the government of Manipur to place as many as 27 inquiries report.

She continued that in compliance of the Supreme Court Order, the government of Manipur submitted only 18 inquiries out of 27 cases. She urged the government of Manipur to submit the remaining cases of the alleged fake encounters such as; A Bimol of Nongren Chinglak killed by police commando on  October 29, 2004, Thangjam Manorama killed by 17 Assam Rifles on July 10 2004, Kh Deveshwor Singh killed by 17 Assam Rifles on March 9 2004, Md tayab Ali killed by Assam Rifles on 25 July 1999, Yumlembam Sanamach killed by army on 14 February 1998, Laishram Bijoykumar killed by Army on 5 June 1996, and report of operation Blue Bird conducted by Assam Rifles at Oinam village.

EEVFAM also urged the government of Manipur to readily initiate criminal proceeding without any further delay to avoid further shame before the court and also to direct criminal proceeding against those security personnel including investigation Officer.

Edina Yaikhom also said that EEVFAM will encourage all the bereaved families of the fake encounter to initiate criminal proceeding against personnel of security forces and police commando to bring justice.
