IMPHAL, February 26: The State Legislative Assembly has unanimously passed the supplementary demands for grant of current year till March 31, 2015 amounting to Rs 2678.60 crores in the second day of the 10th session of the tenth Manipur Legislative Assembly today.
During the sitting for the supplementary demands of the current financial year, members of the house discussed the 50 demands of different departments of the State. After listening to the various issues raised by the members of the house such as Dr I Ibohalbi, Th Shyamkumar, K Shyam, Kh Joykisan and L Ibomcha, the leader of the house, Chief Minister Okram Ibobi made clarifications for the demands on behalf of his Cabinet ministers.
Responding to MLA Shyamkumar`™s observation, he said he acknowledged the problems created by pending files at the State Secretariat.
For solving the problem, the government is soon computerising all the files of its various departments, he said, adding the computerisation of government files will start soon after shifting into the new Secretariat building at Lei Engkhol.
Talking about the issue of State security personnel collecting money from vehicle users, he said the State government will take strict actions against those security personnel who take money from vehicles.
Talking about the 2500 students of CBSE affiliated schools currently facing a problem after they were not allowed to appear in CBSE examinations, he said the Education department has been instructed to file an FIR on the matter to conduct an inquiry. The State cabinet has earlier taken a stance to allow only two CBSC schools in all the districts of the State, he added.
Responding to a query by Andro A/C MLA Th Shyamkumar on the 1% labour cess deducted from every project or developmental works for the welfare of labour, the Chief Minister said the State government has deducted 1% from every developmental project for the last many years and the amount may run into Rs 20 or 30 crores. He said if the government was bound to use the money thus collected by any law for the welfare of the labours, it would utilise it properly.
Replying to the observations made by Dr I Ibohalbi on the establishment of the National Sport University in the State, he said the establishment of a National Sport University at any of the districts in the State is welcome. However, a team led by Union Youth Affairs and Sports Minister has conducted spot inspections with the concerned deputy commissioners of Imphal West, Imphal East, Thoubal and Bishnupur respectively, he added.
Due to the new land acquisition act, it may take a few more time to complete the project but the land will be very soon handed over to the Central government team for starting the constructions, the CM said.
Further asking for co-operation to the investigation of the CBI on the discovery of skeletal remains from the former Tombisana High School campus while excavating earth for construction of a new market, he said the State government has already handed over the case to CBI but it is yet to take any action.
We have preserved the skeletal remains to help in the smooth conduct of the investigation but as the CBI hasn`™t began its investigation, the construction work of the market has been delayed, he said, adding if the rainy season comes, the construction work of the market will be further extended. He was responding to a query by L Ibomcha.
Later, the Chief Minister Okram Ibobi moved the house to vote on the supplementary demands for grants of all the 50 demands of various departments. Finally, the demands for grant were passed unanimously.
Meanwhile, the leader of the State legislative Assembly also introduced three different bills in the second day of the 10th session of the tenth Manipur Legislative Assembly, today.
The Chief Minister who also holds portfolio of the Finance ministry tabled the bill for introducing the Manipur Appropriation (No.1) Bill, 2015; Manipur Appropriation (No. 2) Bill, 2015; and the Manipur Ropeways (No. 5) Bill, 2015.
