MLA Samuel Rison raises ADC issue in Assembly

IMPHAL July 9: Naga Peoples Front MLA Samuel Risom expressed discontentment over the manner the Autonomous District Council is being treated by the State during the Assembly session today.

He pointed out that there is insufficient allocation of funds and poor infrastructure in the ADC.

He further accused the government that planning and budgeting is lopsided and done very casually for the Hills.

The MLA alleged that Rs 431 crores were passed and utilized without any visibility of the investment saying that work is allotted to several unknown or unheard of contractors as mere distribution of fund. He said that such wrong investment will harvest compromised result.

`If this is the nature of State Development Programmes, we will not be able to achieve anything`™ he said.

He also highlighted the plight of the ADCs saying that in the absence of travel allowance, the representatives cannot even afford to visit their respective constituencies and relate to the people.

He questions the rational for delaying the oath taking ceremony by the government for a month.

In his words, `This is a case of one constitutional body depriving the other constitutional body from functioning. It reflects the ill treatment, neglect and the casual redressal of hills people in the State`

The deputy Chief Minister Gaikhangam, who also holds the Tribal Affairs & Hills has assured that the delayed oath taking ceremony will be held within July.

In response to the query/starred question no.440 on District Council Complexes, the concern minister showed a detail allocation of Rs 6849.39 lakhs for six ADCs of which Rs 5619.89 lakhs are already sanctioned and utilized.

This ongoing works are scheduled to complete within November 2015, he said.
