CHANDEL, September 9: Albeit the government postponing the election for the chairman of the Chandel District Council which was proposed to be held today, Mathew Maring ADC member from 5- Rilram Centre DCC was declared the chairman of the Chandel District Council at the office of the ADC office located at Monsang Pantha.
Government nominated Election Presiding Officer, Ringo Dilbung who is also an elected ADC member from 10 `“Aihang District Council Constituency declared Ksm Mathew Maring, a leader of the Democratic Alliance of Chandel as the chairman of the District Council uncontested after the nomination paper of former ADC Chairman Lhukhosei Zou was found invalid after scrutiny conducted today itself.
Speaking to media persons, Ringo said that the election of ADC chairman was done in pursuance with the government Order No.16/3/2015-Hills dated September 7 and Order vide no DC (CDL) ADC-01/15 Chandel September 8 and in compliance to the Notice No 3/CHAIR/ADC-CDL/2010 Chandel September 7.
No written information about the postponement of the election was received till noon except a verbal information from the DC Chandel for postponing the election of ADC chairman.
As such, the process of filing nomination and scrutiny process of the said election was formally conducted, he added.
Ringo further maintained that during the scrutiny procedures, the nomination paper of Lhukhosei Zou who was proposed by Ch Meshil Maring and S Tongpao Mate was found invalid as the proposal`™s name were wrongly entered in the space provided for entering the name of the candidate for the election to the post of chairman.
Whereas, the nomination paper of Ksm Mathew Maring has been found valid and his candidature for the chairman post was cleared, added the Presiding Officer.
He also told that since the nomination of Lhukhosei Zou was rejected and there is no other eligible candidate other than Mathew Maring, there is no need of going for election by way of ballot as prescribed rule 3 (6)(1) of 1972.
`As such by virtue of the power conferred to me, I declared Ksm. Mathew Maring ADC member from 5- Rilram Centre DCC as the chairman of Chandel ADC elected uncontested,` declared the Presiding Officer.
Following the declaration of Mathew Maring as the chairman of Chandel ADC, a large number of well-wishers, ADC members, volunteers and members of NPF accorded warm reception to the newly elected Chandel`™s ADC chairman.
Meanwhile a team of media persons went to meet Deputy Commissioner Chandel for enquiring about the postponing the election of ADC Chairman which was scheduled to be held today at his office chamber.
Robert Kshetrimayum Singh, DC Chandel told that the election for electing the Chairman of ADC was scheduled to be held today at ADC Office.
However, the State government postponed the said election due to 60hrs Hill Area Bandh and accordingly Principal Secretary (Hills), Government of Manipur issued a notification in this regard, he added.
