CPI flays state annual budget as a flop and anti-people

IMPHAL, February 20: The Communist Party of Manipur described the recently presented state budget as disappointing, and one capable of creating an extraordinary situation likely to lead the state to a serious financial crisis.

Speaking at a press conference held at its office today, general secretary of CPI Manipur Unit, Dr M Nara condemned the ongoing budget session as abnormal because the financial statement of 2016 and 2017 given by Chief Minster, is farcical.

He said that the statement of Chief Minster that after BJP led NDA government came to power at the Center the Special Status Category and Planning Commission has been removed from Manipur is condemnable.

The State budget is going backward and 50 percent of the funds sanctioned from Government of India last year remained unutilised.

He charged that the funds utilized had been withdrawn improperly. They did not convert the money to work, and added that the money withdrawn were instead misused. This is precisely why utilization certificates for a major part of it could not be produced.

He said the biggest threat to the Government of Manipur, is selfmade on account of improper execution of work.

He said the statement there will be industrial growth of about 7.9 percent is contradictory. Most of the major departments such as Social Welfare, Art and Culture, Sports, PWD, Power, Education, Health, Community and Royal Development have in fact seen a decrease in fund share by about Rs 10 to 100 crores.

He said financial problem like in 2000-2004 may revisit the people of Manipur again and everyone must remain alert.

He alleged that the Food Security Act is unlikely to be implement properly in the State and will be a failure because till date the PDS item is not able to supply properly. As per the official report in Manipur there is 2500 fair price shop however these are invisible or else defunct.
