Manipur police conducts debate competition on Human Rights

IMPHAL, March 30: A one day annual debate competition on the topic “Enforcement of Human Rights is a Hindrance to Counter Insurgency Operation” was held today at the banquet hall of 1st Manipur Rifles.

The competition was organised by the MPTC, Pangei under the aegis of National Human Rights Commission, New Delhi.

The inaugural programme of the competition was chaired by DGP Manipur, LM Khaute and KT Viaphei, IPS ADGP, i/c IGP (Intl), Manipur.

Delivering his speech during the inaugural function, DGP Manipur, LM Khaute, stated that the situation in the state has improved considerably over the past few years referring to violations of human rights by security forces.

Given the circumstances of Manipur police working under one of the most difficult situation in the entire country, Khaute observed that conflicting voices against the aspiration of people by security personnel discharging their duties is inevitable.

Against this backdrop, he expressed the need for a holistic approach from the law enforcing agencies and refrain from being lopsided while upholding the Rights of the people.

According to Kh Chandramani Singh, IPS Director, MPTC, Pangei, the objective of the competition was to sensitize the police personnel on the do’s and dont’s while discharging their duties adding that he hoped that the competition will help restore a good relation between police and public in the future.

Altogether 27 participants, Manipur police personnel, took part in the debate of which 14 spoke in favour of the topic while the remaining spoke against it.

While the open debate where held in bilingual, each participants where provided with five minutes time.

T Guite, IPS, IGP (Zone-III), Dr S Ibocha Singh, IPS i/c IGP (AP/OPS), DIG (Range-II) and E Priyokumar Singh, IPS, SP (VIP-Security) were the jury of the debate.
