IMPHAL, April 4: Reacting to a news report carried by this daily today under the headline “NERCORMP work in Chandel on standstill over NSCN (IM) interference in NGO disqualification”, the NSCN (IM) clarified that the allegations charged by NERCORMP Chandel Project Manager, Santala E. Ronglo is totally baseless and uncalled for.
The outfit in a statement signed by Kilonser HB Rungkhel said the main objective of NERCORMP; a joint project of North Eastern Council (NEC), Ministry of DoNER, Government of India is to improve the livelihoods of vulnerable groups in a sustainable manner thereby alleviating the conditions of poor people through the resources available.
Therefore, when a problem of misuse of funds through seed procurement by the Project Manager arises from the villagers and PNGO, every intellectual person can inquire the reason behind it, the statement stated.
It claimed that seed procurement for 1st Instalment under AWPB 2014-2015 is Community based procurement but the concerned Project Manager of NERCORMP Chandel had pressurized the project villages to accept the allotted seeds procured by the Project Manager through Centralized procurement.
The Project Manager even threatened and warned the project villages to be terminated if they do not follow her instructions. Since the 16 Project villages under MBADS in Chakpikarong Block failed to comply with her demands, the PNGO was also targeted without any fault of theirs, the outfit contended.
Anyone can inspect and verify the project villages whereby activities of 1st and 2nd Instalments under AWPB 2014-2015 were implemented successfully by MBADS. So when the hidden policy to terminate the PNGO by writing a letter to the NERCORMP Head Office, Shillong is initiated by the Project Manager without any valid reasons, there is nothing wrong in requesting the concerned authority to revoke the discontinuation letter. Because of that letter, MBADS has not received their monthly salaries and other pending bills till date, it said.
Further clarifying that nothing so called ‘threat’ has been ordered by any organizations till date, the outfit said if the Project Manager feared so much then there must be some hidden misuse of funds while implementing the project.
NSCN has never been involved in hampering the NERCORMP project since the very inception of the project implementation in Chandel district, the outfit stated.
Terming the allegation with regard to security problem charged by the Project Manager as totally baseless, the outfit said instead the Project Manager must reintrospect the failure of administration taking place right under her nose before jumping to such wild allegations of security problem.
Stating that NERCORMP Chandel Project Manager, Santala E. Ronglo must not blame any individual/organization for her suspension by the concerned authority for her wrong misdeeds, the outfit requested the concerned authority that the resignation letter submitted by the Project Manager must not be accepted at all cost unless a thorough inquiry is conducted.
Taking serious note of the statement issued by the Project Manager, the NSCN (IM) demanded that the Project Manager must tender an apology letter through press statement as soon as possible.
Moreover, the Indo-Naga Peace talk must not be hampered by such wild allegations and the sinister policies of the incompetent NERCORMP Chandel Project Manager, it added.
