IMPHAL, May 2: A one-day peoples’ convention on the Inner Line Permit System was held today at the Manipur Dramatic Union hall organised by the Joint Committee on Inner Line Permit System (JCILPS), Manipur against the failure of the President of India Pranab Mukherjee to give his assent to the three bills even after seven months since the bills were passed unanimously by the State Assembly.
Reading out the resolutions of the convention, JCILPS former convenor Ibotombi Khuman said the JCILPS will resume different forms of agitation to demand the State government to urge the President to give his assent to the three bills.
The bills “The protection of Manipur peoples Bill 2015, “The Manipur Land Revenue and Land Reforms (7th Amendment Bill 2015)” and “The Manipur Shops and establishments (2nd Amendment, Bill 2015)”.
He said the convention further resolved to demand that an all political parties should constitute a ‘High power delegation’ team to be headed by Chief Minister Okram Ibobi to visit the national capital and pressurise the President of the country to give assent to the bills.
It was also resolved that the JCILPS will also constitute a team to meet the President, he said.
Other resolutions taken during the convention today include to appeal to the Election Commission of India to conduct a special electoral roll summary revision in Imphal before the Imphal Municipal Council election as many non-locals have been enrolled in the voter lists.
The ECI has also been appealed against giving voting rights to the non-locals and from contesting in the election.
He said the State government has failed to translate its assurance given to the JCILPS members during a meeting on August 25, 2015, so the committee will resume stronger forms of agitations like non-cooperation movement against the non-locals.
Today’s convention was also attended by senior advocate Khaidem Mani as moderator and JCILPS convenor Kh Ratan as president respectively.
All Manipur United Clubs Organisation president Mani Khuman, United Council Manipur and representatives and members of various other civil organisations, woman and student leaders attended the convention.
Speakers at the convention also suggested consulting with leaders of tribal civil organisations before further course of action is undertaken.
