IMPHAL, May 14: Sub Deputy Collector, Heingang gave unauthentic information to an Right To Information application on a status of a khasland dag no. 316 on 7 of May 2013. This was stated by members of Chingmeirong
Yengkhoiba Menjor Mamang Leikai Singlup.
When members of organisation led by Arambam Kuber Singh, secretary, enquired about the status of dag
no. 316, the official response to the information sought under RTI denied any allocation of such land to individuals.
According to Arambam Kuber, ‘Following a leikai singlum meeting resolution of 11 November 2014 signed by 62 members, a request was submitted to the Deputy Commissioner, Imphal East on 28 of November 2014 for allowing a construction of community hall and a leikai pond in the said land, dag no. 316 under village Laipham Siphai which measures 130*50 feet.’
Another submission was pursued through the Chief Minister dated 3 December 2014, but the file is still stuck at the concerned SDC ‘s level for more than a year now without any response, he said. He continued, However, since the 4 of April, Aribam Ibomcha Sharma started constructing a katcha house in the said plot. So another complaint about the encroachment was submitted to the concern Deputy Commissioner on 6 of April 2016.
Meanwhile we found that the SDC had issued two Jamabandi without allotment order in the name of two individuals namely Aribam ningol Kongbrailatpam ongbi Inaotombi Devi and Hidangmayum Purnachandra Sharma dated 10 January 2013, he informed.
He said, On 8th of May 2016, the SDC admitted to the allotment while maintaining that his staffs will be affected if such documents are disclosed.
Chingmeirong Yengkhoiba Menjor Mamang Leikai Singlup demands transfer of the incumbent SDC and action against the staffs for issuing such illegal Jamabandi to create conflict among parties. They further demands the detail report on the subject within 5 days failing which, they threatened to lock the SDC’s office. It also warned Aribam Ibomcha to remove his structure from the leikai within a week.
